  17. <p>     Remember all of those whiz-bang close-ups of smart bombs
  18. zeroing in on Iraqi targets during the gulf war? Satellite data
  19. helped pinpoint the targets. But the Navy complains that owing
  20. to shortcomings in communications, the Air Force was able to get
  21. most of the data--as well as the glory--while Navy personnel
  22. were stuck with a limited role because they could receive only
  23. a tiny fraction of the vital information. As part of a plan for
  24. a sweeping reorganization of U.S. intelligence, CIA Director Bob
  25. Gates now says he will fix the mess so that all services have
  26. ready access to such intelligence data in the future.
